City of Houston Proclamation
The Houston Police Department (HPD) places the highest priority on the safety of tis citizens and officers. Each day, area residents benefit from the perseverance of peace officers who safeguard life and property and risk their lives to guard and protect us. Quality training of law enforcement is an integral part of safeguarding our citizens and our peace officers.
For the past three years, Ronald “Chris” Garland has dedicated his time an service in training HPD’s Narcotics and Auto Theft Division officers through a basic defensive tactics course that includes weapon retention, weapon disarming, weapon defense with pistol and knives, defensive striking methods and combat in confined areas. Chris Garland serves as Vice President of Special Weapons and Combatives at Paradigm SRP, a global provider of defense product and solutions, and is based out of Nashville, Tennessee.. He is a former United States Army infantryman and served as Diplomatic Security Office for the Department of State while assigned to the US Embassy in Baghdad, Iraq. A lifelong student of the martial arts, Chris Garland, holds various master level rankings in martial arts include sword and knife based arts.
On November 1718, Chris Garland will conduct a two day class specifically designed for HPD female officers free of charge. He believes that the women in law enforcement are under trained in the tactics of close quarter defensive tactics. His training does not relay on strength or pressure points but on knowledge of gross motor skills, which is of particular advantage for women.
The City of Houston appreciates and comments Ronald “Chris” Garland for his passion and commitment to training Houston Police Department officer in close quarters combat tactics, helping to prevent officers from being harmed.
Therefore, I, Annise D. Parker, Mayor of the City of Houston, hereby proclaim November 18, 2014 as

in Houston, Texas.
